Job Summary The Financial Aid Program Specialist 3 works in the Financial Aid Office and Student Central under general direction and reports to the Associate Director of Financial Aid. The nature of the work is professional, and requires an ability to interpret and work in accordance of federal, state and college rules, policies, and regulations. The position performs highly complex duties, and operates at the journey or fully qualified level. The Program Specialist 3 has campus-wide responsibility for the Federal and State Work Study programs. The position manages, directs and coordinates all aspects of these two areas and performs specialized tasks, such as creating and analyzing reports, monitoring and reconciling Work study expenditures, assisting with federal reporting requirements as well as analysis and decision-making related to the Work study programs. These tasks ensure campus compliance to federal and state regulations. In addition, the program specialist determines eligibility and awards financial aid based on individual student and family circumstances, and in accordance with federal and state regulations. The program specialist also assesses student needs and provides recommendations and solutions that provide a way for students to regain financial aid eligibility, or to overcome obstacles related to application requirements. The use of Professional Judgment based on the assessment of student need and individual circumstances, and as defined and allowed under federal and state guidelines, is required for this position. The Federal and State Work Study specialist also provides training to Student Central staff and other departments based on specific training needs. This position is overtime eligible. This position is not eligible for relocation allowance. ABOUT THE DEPARTMENT: The Financial Aid Office in collaboration with Student Central supports the mission of Bellevue College by providing high quality, flexible and accessible services, which support student access to educational opportunities that advance pluralism, inclusion, and global awareness. Student Central provides complex comprehensive and confidential service and information for programs identified as Enrollment Services, Evaluations and Graduation, and Financial Aid. Services include: providing information and access to functions related to transfer and evaluation of credits, graduation, prior learning credit, residency application processes, registration and all other enrollment functions, in addition to financial aid application processes required to award funds needed to pay for college. Essential Functions/Typical Duties •Advise students, faculty, staff, and other interested parties regarding rules and regulations related to Federal and State Work Study, and work independently to resolve student problems or issues. •Manage/coordinate all aspects of the Federal and State Work Study process. Collaborate with Center for Career Connections staff to ensure students are placed in jobs and work study funds are appropriately spent. •Responsible for the Federal Work Study components of the annual FISAP report and monthly cash requests/expenditure reports for State Work Study. •Communicate with finance office to ensure proper tracking of funds, and disbursement to students as intended. •Review, analyze, and complete the Verification process for selected students in accordance with federal and state regulations. •Apply specific policies and regulations to determine Financial Need, as defined by the Department of Education, and award students' aid based on criteria and documents included in the student files and application data. •Analyze application and other information to determine eligibility for aid by using data obtained from federal and state software programs and systems; submit corrections to the federal processor as needed. •Use Professional Judgment as defined by the Department of Education to make exceptions and change data elements included on the FAFSA and in the student's budget,based on student specific circumstances. •Understand and perform the work of all areas that make up Student Central. •Provide technical assistance with processes related to registration, applying for financial aid, credit reviews, residency applications, and applying for graduation. •Coordinate and collaborate with several departments that provide support services that assist students in overcoming obstacles and problems they encounter. •Independently counsel students, recommend resolutions and provide a variety of options to students based on individual needs and circumstances regarding registration issues, payment and refunds, credit reviews, graduation, and financial aid. •Communicate with students through creation of letters and information documents •Update and maintain system letters related to student notification about Federal and State Work Study programs. •Track legislative, Department of Education (ED), the State Board for Community and Technical Colleges (SBCTC), and Washingt on Student Achievement Council (WASAC) issues as appropriate, and inform higher-level staff of changes to rules and regulations specific to the Federal and State Work Study Program s in Financial Aid. •Assist in developing processes, policies, and procedures needed to stay in compliance with new or changing regulations, and provide training to other staff related to Federal and State Work Study. •Anticipate problems or issues that may arise from changes to Federal and State Work Study requirements, and recommend action to avoid such problems or issues. •Attend conferences, weekly training and Student Central meetings or other related information sessions when offered to remain current in policies and regulations related to Federal and State Work Study programs. •Perform other duties within the classification as assigned.

Qualifications:
Required Qualifications: •Bachelor Degree from accredited institution or Associate Degree with equivalent education/experience. •Two or more years' full-time experience, or equivalent part-time experience, working in a Financial Aid Office awarding aid and coordinating one or more specialized financial aid components, in a higher education setting. •Two-years' experience and ability to work in accordance of policies, procedures and federal and state regulations. •Experience working in a collaborative team environment with diverse employees and student/customer groups. •Effective verbal and written communication skills. •Intermediate skills in MS Office, such as Word, Excel, and Outlook. •Ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues. Preferred Qualifications: •One-year experience working in a Washington State Community and Technical College setting in an office related to entry services, financial aid, finance, or other related field as a full-time employee, or equivalent experience as a part -time employee. •One-year experience working with Federal and/or State Work Study programs •Experience with database systems and federal databases and programs such as NSLDS, COD, and CPS Online. •Experience working under general supervision in a busy work environment with regular interruptions.
